I always grew up thinking "mostly sunny" and "partly sunny" meant that there was more sun than clouds. Apparently, I'm right but it's a bit more nuanced than that. You can see what the terms mean
here. I think it's hilarious that partly sunny and partly cloudy mean the exact same thing only just at different times of the day.
