Before Chris Welkin, Planeteer, Art Sansom was a bullpen artist for Newspaper Enterprise Association doing fill-in work on other comics. He was tasked, starting around 1944 or so, to write and draw Peggy, about a teenage girl. Or maybe she's early 20s. I'm not sure. Here are some strips from 1949.
